fix(swarm): accept 3-letter binary memory units KiB/MiB/GiB (T-017) ... 0d7a73f1eb

parse_memory's suffix regex allows up to 3 characters, but the lookup
table only covered the 2-letter Docker shorthand (Ki/Mi/Gi), so the
standard human-readable form (512MiB, 2GiB) was rejected as invalid
despite matching the pattern. The `pragma: no cover` above the error
path incorrectly asserted it was unreachable.
